Port the PW Admin to a webpage

Having PW Admin as an mmc snap in is causing headaches with everyone, especially around client only releases.  Can we port the admin to a web page? Oracle has been doing it for years and it works great.  This will remove the dependency to have the admin be the same version as the server and prevent unnecessary db conversion.

    It Also prevents ProjectWise Administrators from updating their Explorer Client if there is no matching Admin Client i.e., ProjectWise Explorer 10.00.03.453 has no Matching version of the Administrator.
